Planning and Preview
Plan typed changes and inspect their effects before asking for confirmation.
An Agent should produce a typed plan from observed context. Preview must be non-mutating and should show requirements, warnings, side effects, authority, expiry, and the expected result.
A plan is not permission to execute. Recompute or reject it when the runtime snapshot, principal, capability generation, or expiry no longer matches.
